The USA is the only developed country in the world without any form of universal healthcare or free college. Some European countries offer free healthcare and higher education but this is only free for residents in that country or member countries of the EU. Many countries have cheaper university fees that America outside of the Europe as well but this is again, usually on available for members of that country, residents of a different country pay a higher fee. Anyway, to know about those countries, just see the list experts of Insidermonkey compiled on the countries with universal healthcare and free college.
Healthcare systems that are built after the Beveridge model are financed via public taxes. The UK, Sweden and the rest of the Nordic countries, Ireland, Greece, Italy, Portugal and Spain have this model. One system is not like the other and a lot of variations exist but the principles are often based on that you pay a nominal fee upon visiting a healthcare service facility in order to prevent over consumption. With college its a different thing. Many European countries have tax financed universal education that are also based on fees. Home students however have the possibility to receive grants and loans from the government that will cover the expenses for tuition fees when students attend state controlled universities and colleges. Variations can occur, but often such a system is based on government assistance, generous loans and parental contributions. Across the globe, there are quite a lot of countries that offer free healthcare, from the Americas, Asia, although the most are from Europe where this seems to be the way to go when it comes to this important issue.
